The new system is now being used across 32 government entities
Dubai has introduced a unified system designed to give the government a clearer picture of how its workforce and resources are performing, using machine learning and advanced artificial intelligence to analyse data across public sector entities.
The Workforce Productivity Measurement System, adopted under Executive Council Resolution No. 67 of 2025, is now being implemented across 32 government entities after five years of development.
The initiative brings workforce, financial and government service data into a single framework, allowing authorities to examine how resources are being used and how they translate into outputs and outcomes.
Rather than relying on individual entities to assess productivity using different approaches, the system establishes a common methodology across Dubai’s government. It is intended to give decision-makers a more consistent view of performance while helping identify where resources can be used more effectively.
Development of the system began in 2020, initially through a pilot involving a smaller group of government entities.
Since then, the project has evolved into a government-wide platform supported by an integrated knowledge base containing millions of data points. Advanced analytics and machine learning tools are used to identify productivity trends and examine the relationship between people, budgets and government services.
The technology also allows government entities to monitor productivity indicators on a regular basis, providing updated information that can feed into planning and operational decisions.
The system is designed to look beyond simple productivity measurements, connecting the resources available to government entities with the services and outcomes they deliver.
The rollout is part of Dubai’s wider push towards using data and technology to modernise government operations.
By establishing a shared productivity framework, authorities aim to improve resource allocation, strengthen institutional performance and support more informed policy development.
The system is also intended to make government planning more forward-looking, giving entities access to detailed analysis that can help them identify opportunities to improve efficiency and service quality.
The Workforce Productivity Measurement Steering Committee, established in 2023 to support the project’s development and implementation, has now completed its responsibilities following the system’s formal adoption as a unified government-wide framework.
