The warning comes as the police force shared a video that shows motorists and passers-by congregating around two cars involved in a collision.
The video shows members of the public parking their vehicles in locations that blocked traffic in order to record the incident.
The penalties are to deter the public from acting in such fashion in order to allow emergency services to carry out their duties.
